Bipartisan Bills Pass Senate to Address Public Safety and Modernize California Laws

Senate Minority Leader Brian W. Jones has announced that five of his bills have successfully passed the Senate with unanimous, bipartisan support and are now being considered in the State Assembly. These bills focus on pressing issues affecting Californians, such as public safety, insurance coverage, and the modernization of outdated state laws.

Jones emphasized the significance of these proposals, stating, “These bills are focused on real problems and offer real solutions.” He highlighted the importance of protecting communities from sexually violent predators and addressing gaps in insurance coverage for mobile homes. He expressed optimism about working with his colleagues in the Assembly to advance these measures.

The five bills include:

  • SB 356: Ensures that crime victims and their families can present all evidence, including graphic crime photos, to the Board of Parole Hearings before an inmate’s release.
  • SB 379 (SAFE Act): Aims to prevent the secret placement of Sexually Violent Predators in neighborhoods by enhancing public safety considerations and restoring accountability in the placement process.
  • SB 380: Implements recommendations from the California State Auditor to better house Sexually Violent Predators by requiring a feasibility study on transitional housing options.
  • SB 525: Guarantees that mobile and manufactured homeowners receive equal insurance protection under California’s FAIR Plan, ensuring full replacement value similar to standard homeowners.

  • SB 586: Legalizes the registration and operation of electric off-highway motorcycles (eMotos), enhancing safety and access for this growing outdoor recreation sector.

Jones believes these bills represent essential changes that will benefit California by enhancing community protection, improving fairness, and updating the law to meet contemporary challenges.
